ISAC promotes and serves the transformation of Serbia towards EU and Euro-Atlantic membership by addressing the challenges facing the country and the region, influencing policy and decision-making through research, policy proposals, political analysis and forecasts, and specialist education, with the ultimate aim of attaining a more prosperous future for the present and coming generations.

Michel Foucher - Director of Studies, IHEDN, Paris (former Ambassador, French MFA) and geopolitical researcher

Mr Foucher serves as the Director of Studies at the Institute for Higher National Defense Studies in Paris.
Michel Foucher is a French geographer, geopolitical researcher and diplomat. He is a Professor of geography and geopolitics at the Ecole Normale Supérieure, Paris. Ambassador Foucher is member of the Council of Foreign Affairs and Professor at the Institute for Political Studies and the ENA (National School of Administration). In addition, he also taught at the College of Europe in Natolin, Warsaw.
In 2006, Mr. Foucher was Ambassador at large on EU affairs, during which time he wrote a comprehensive report on the present state of the Union and the main options to solve the present crisis of the EU (borders, institutional reforms, growth and social issues). During his career in the French MFA, he worked as an Advisor to the Minister of Foreign Affairs (1998-2002), Director of the Centre for Analysis and Policy Planning of the Ministry of Foreign Affairs (1999-2002) and French ambassador to Latvia (2002-2006). He is a member of the scientific committee of the Robert Schuman Foundation.

Mr. Foucher has a PhD from the Sorbonne University. He has written, directed or participated in some 20 works on geopolitical issues and cultural geography. His most influential work is "Fronts et frontières" (1988, 1991).
