ISAC promotes and serves the transformation of Serbia towards EU and Euro-Atlantic membership by addressing the challenges facing the country and the region, influencing policy and decision-making through research, policy proposals, political analysis and forecasts, and specialist education, with the ultimate aim of attaining a more prosperous future for the present and coming generations.

The "Law of Armed Conflict - Training of Trainers" 2014 Course

For the second time, and as part of ISAC's continuing educational engagement with members of the Serbian Armed Forces (SAF), the course "Law of Armed Conflict - Training of Trainers", was held in Belgrade in the Center for Peacekeeping operations of the Serbian Armed Forces (CPKO). The Course seeks to enable officers of the SAF to gain the necessary skills and knowledge to be able to transfer and teach "Law of Armed Conflict" (LOAC) courses to their peers and junior officers. The LOAC courses provide participants with knowledge on International Humanitarian Laws and its application during armed conflicts. While important for all levels of armed forces, such knowledge is essential for key personnel in peacekeeping operations.

Between 2008 and 2012, ISAC, in close cooperation with CPKO, has provided support in holding five annual LOAC courses, but as of 2013, the need to increase the level of training and education on LOAC in the SAF was still quite clear. This was recognized by the Serbian Ministry of Defense, which adopted a strategy for increasing those levels as it was unsustainable to provide knowledge about LOAC to SAF officers just through an intensive course that would take place once a year. Hence the Serbian MoD envisaged enabling officers to become trainers who would make the process self-sustainable.

This year's course was made possible with the support of the Governments of The Netherlands, the United Kingdom and Norway, with the technical support from the ISAC fund. The curriculum was prepared by the international instructors team lead by the Course Director, Brigadier General Karl Edlinger from Austria, with instructors from Netherlands and Norway.

The course participants, besides officers of SAF included an officer from the USA and one from Egypt.

As in previous years, one of key documents used in the course is the bilingual Compendium of Conventions and Protocols of International Humanitarian Law which is available from the Source Documents in the Publishing section on the ISAC site:
